It is a national initiative launched by the Ministry of Culture and Youth in which the Ministry provides financial grants to support and enable the national reading projects and initiatives, in order to instill the habit of reading among members of the UAE community.

• Spreading awareness on the significance and role of community participation in promoting reading culture in the UAE.
• Appreciating the efforts of distinguished individuals and celebrating their achievements and contributions in building passion and encouraging the practice of reading among members of the community.
• Enriching and supporting the cultural framework of the UAE with reading projects and initiatives that are based on scientific methodology.
• Ensuring the sustainability of the national projects, to consolidate and promote reading culture within society.
• Encouraging and motivating investment in culture and knowledge

• Literary salons and reading clubs.

1. The salon or the club offers its cultural program for the current year, or at least for the first half of it.
2. The salon or the club has to submit a report on the most significant outcomes achieved during the last year.
3. Number of permanent members of the salon or the club should not be less than 8.
4. After receiving the grant, the salon or the club has to submit quarterly progress reports to the Ministry of Culture and Youth.

• The individual projects:

1. At least a year has passed since the launch of the project.
2. The initiator is conducting his/her project as a voluntary endeavor and doesn’t seek profit or material benefit.
3. The initiators are known for their efforts and contribution, as well as their activities in the field of cultural and knowledge.
4. The initiator is an individual or maximum 3 individuals.
5. In case of getting the grant, the initiator has to submit quarterly progress reports to the Ministry of Culture and Youth

• Sustainability and continuity: Having a clear and consistent action plan to promote reading culture in the UAE.
• Efficiency and effectiveness: Achieving broad reach and acceptance among those who are interested in reading, with the potential to expand the opportunity to benefit all.
• Intellectual property: The initiative applicant, whether an individual or a private institution acknowledges that they own the initiative.
